First of all Open Any image with the help of Open Command (Ctrl+O) as I did take following Image...
Now Open New Layer & then select Single Row Marquee Tool 
& then create the following selection...
Now fill the selection with fffffa color & then select Column Marquee Tool 
& create the following selection...
Now fill the selection with fffffa color & then go to Filter>Distort>Polor Coordinates & use the following settings...
Now your image should look like as shown below...
Now Blende Mode of this Layer should Overlay...
Your image should look like this...
Now make the Duplicate Layer with the help of Ctrl+J & then Rotate with the help of Ctrl+T & then ENTER...
Final Output of this Tutorial is shown below...
