Mallya scores over Modi
The tragic deaths
from the consumption of
illicit liquor in Gujarat
have again focussed attention
� on the unfortunate consequences of prohibition.
�
Although,
� to many people,
the arguments against a ban
on the sale of liquor had been settled
by the ill-effects of the step in the US in the Twenties,
the injunction still has its supporters,
especially in Gujarat.
Yet,
� as the American experience had shown,
the almost inevitable fallout of the embargo
is to drive the liquor trade underground,
thereby creating a network of underworld gangs
� engaged initially in bootlegging
and then becoming a more
wide-ranging criminal enterprise.
� It has been no
different in Gujarat,
where smuggling
as well as the sale of spurious liquor
has long been a thriving occupation.
It could not have been otherwise since
� the state is surrounded by areas
where there is no prohibition.
Although other states
have experimented with the measure,
� starting with
Maharashtra
under Morarji Desai,
they all gave it up after a time
because of the near-impossibility
of enforcing the law.
Not only were they forced to issue special
permits for the consumption of liquor,
thereby opening up another
� channel of bribes for petty officials,
little headway was made either to stop
� smuggling or to deal with the menace
� of highly dangerous potions brewed illegally.
� The loss of revenue
to the exchequer was another factor
� that persuaded other states to scrap prohibition.
The fact that
Gujarat has sought Rs 3,000 crore
� from the centre to make up
for its loss on this account shows
� the lucrative nature of the business
� and
� why it is so difficult to eradicate it.
Gujarat,
of course,
� regards its policy as a mark
of respect for the Mahatma.
Yet,
in the aftermath of the riots
� there in 2002,
it can be argued that there are better ways
� of honouring Gujarat's,
and
� India's, greatest son
� than by adhering to a policy,
which has not only failed,
but
also has fostered criminal activity.
� Instead of a step which cannot be enforced,
� a better course is to place greater emphasis
� on a temperance movement to underline the virtues of moderation.
� This is where the liquor baron,
Vijay Mallya,
spoke out of turn because
his advice to the Gujarat government
to withdraw prohibition would not be
seen as a disinterested advice.
The state government's claim that
� deaths from illicit liquor
also take place elsewhere
is an attempt to evade responsibility.
