There are many loop holes in the way you are taking certain effects as possibilities.
firstly, you claim the people of vasco are in an 'unnecessary risk', which doesnt even exist.These vessels contain very little highly fissile zirconium alloy...which is radioactive but would never cause an entire city to get wiped out in the worst case scenario!
Secondly,The nuclear accident you are refering to, im guessing thats the one which had happened on the 16th of july... cannot happen in the case of an submarine as what had happened last year was when the reactor's pumps malfunctioned and led to several thousand litres of contaminated waste water getting into the river near by...and thankfully since this waste water got diluted in the river...didnt cause any noticible harm to any humans, and as for the submarine part...there is no outlet for even water to leak...therefore eliminating the slightest chance of it being spread across vasco...these vessels are state of the art multi-billion dollars worth and are equipped with the latest sensors and safety features man kind has to offer...so infact...if there is any remote chance also of anything going wrong...our computers and systems detect the disaster much before it would happen.
Thirdly,You ask why is the government allowing foreign nuclear vessels into our docks?Well,because i dont know if you are aware or not...the indian navy is expanding its fleet with its own nuclear submarines since they are the ultimate weapons at sea...so if one submarine is disappointing you, by 2025 you are going to be in a really bad mood...
Fourthly, you have stated 'In our case with limited exposure to these matters we will not even know if the vesels have dumped radioactive effluents in our waters and will probably realise it long after the vessels have set sail. ' As i have said before, these vessels are totally self contained and arent even designed to go around dumping toxins at free will...and they are equipped with enough sensors to warn them of anything that goes even remotely wrong.
Fifthly, people in japan carried out demonstrations against nuclear technology because of what had happened in the past with them and they absolutely dont want anything to do with nuclear technology. and sadly, those people were brain washed into believing that it is bad and nothing besides that...which made them protest...if only they were told and enlightened about the actual progress of how far we have come to harnessing the benefits of nuclear power safely, they wouldnt have done so.
so even though i and all the others in the world know that you mean good for india, try making sure that what you are suggesting the general public (in this case to be against nuclear submarines coming to india) is based of 100% valid points and not just a layman's thinking of 'ifs and buts'...cause this will just leave us in the same state as the japanese...

Docked Nuclear Submarine is a Risk The papers carry the news that a nuclear submarine from France has docked at Vasco-Da- Gama for the purpose of R&R for its crew. The people of Goa and more so of Vasco-Da- Gama need to protest since in the event of a nuclear accident the local people are being put to unnecessary risk. Vasco as it is, is already sitting on a fuel cauldron with petroleum pipelines criss-crossing through almost the centre of town and in the event of a major explosion at the nuclear submarine, the whole city of Vasco will go up in flames. The chance of an accident at the French nuclear submarine is a possibility since over the last winter one of the land based nuclear plants in France had a major accident. Thus one is unable to understand why our government is putting its people at grave risk by allowing nuclear powered vessels to dock at Indian ports. Even an advanced country like Japan has seen public protests against nuclear vessels docking at their ports for fear of accidents and on counts of radioactive effluent disposal. In our case with limited exposure to these matters we will not even know if the vesels have dumped radioactive effluents in our waters and will probably realise it long after the vessels have set sail.
