The headlines were spelling doom!
Rameshwar Singh, an Upper Division Clerk in the Public Works Department was looking at the newspapers with a huge concern! On top of his mind was the biggest question…what would be the increase in his Dearness Allowance?
A few miles away in the posh government quarters, Satnam Singh, the Divisional Engineer was reading the same headlines as he was dialing the cell phone number of his nephew Monty!
"Oye, Monty! Good news yaar! Government has officially declared drought in one hundred and forty one districts in the country. Five large districts fall under my jurisdiction. I will soon receive the GO to start the drought relief work. Surely there will be a lot of water well drilling. Alert your partner and be ready for the tender"
Satnam Singh was already counting his share of the profit!
In distant Hyderabad, Surendra Reddy was negotiating a working capital loan with his banker for enhancing the capacity of his plant. He was a manufacturer of water well drilling rigs!
"This is an exceptionally good opportunity. If we put up the new plant in the next sixty days, we can exploit this window of opportunity profitably. There would be more government tenders, which we are confident of winning" Mr. Reddy was apprising the DGM of the bank!
Kalia, the sluice gate attendant at the dam, in of those 141 districts, was staring into the parched dam! It spelt gloom for most of his villagers!
"I at least have a job! There will be some increase in DA. Though it may not be sufficient, I will not go hungry. But what about others, who depend on farming" he was already feeling very sad!
Rajinder, Kalia's cousin, a minor farmer was distraught! Monsoon had failed and the dam was dry. His crops were sure to perish! His hopes of a good harvest and consequently repairing his ancestral home were in jeopardy!
"I won't have to borrow now. But if rains don't come the next season, I am doomed" he was telling himself!
Chunni Lal, a landless laborer was already packing his stuff. With monsoon failing and dam going dry only a few large farmers who had the access to electricity and well water were going ahead with the crops. All others had left the crop to wither!
He had no work at this place, and he had seven mouths to feed! The only hope was to move to a large city.
"Chameli and I can become laborers to feed our five children, working on construction sites. I can work as a watchman in the nights at any of those sites. Before the entire rural population wakes up to this possibility, let me move ahead" was all Chunni Lal could think!
In the Panchayat Board premises, the newly installed TV was broadcasting the Independence Day message…
"As we enter the sixty third year of our liberation from oppression, we can be proud of the progress we have made. There are more villages with access to electricity, running water, and primary education than ever before! The rural health program implemented by my government has ensured that the child mortality is reduced to…."
An old man waiting at the Primary Health Center for the eleventh day in a row, for the arrival of a doctor was coughing uncontrollably, as the attendant at the PHC was smoking his 'beedi' away, blissfully!
